How will this move/ability affect the in-game:
You know what I really don't even know, speed isn't much of a factor in game, however it may be important in some situations leading to the death of a mon and the survival of another in battle.
How will this move/ability affect the server testing:
It may just create a more offensively based meta. However a really interesting way to look at this is people may take to it with the "I can't outspeed anyway" and use more defensive mons like AV Fortroot.
Pokemon/types/ability not affected by this move/ability: Ghost Types and Pokemon with Intimidate.
